When text is selected, there is an option to highlight, which defaults to yellow. When the user selects the highlighted region and wants to change the colour, all colour options are displayed. It would be a better experience if the highlighter tool palette were displayed as options by default.

Bonus points if the default text highlighter colour is whatever was most recently used by the highlighter tool.

Essentially, text highlight and highlighter tool should not be considered separate
