What is not spelled out in that article is how much a "point" is. When importing a PDF as a template, one inch = 132 points. (This is presumably because the iPad 2 had a screen resolution of 132 pixels/inch.) -

An error occurred while saving the comment If you can find a PDF on the internet for white legal paper, you can import it as a template.
You could use squared paper with a smaller paper size (A5 instead of A4, etc.) This would make the squares appear larger on your screen.
