Option to disable finger writing completely

I use the Apple pencil for writing and would like 1 finger scrolling all the time. Currently the 1-finger scrolling setting only kicks in until after I write the first stroke using the pencil. It's annoying that I have to remember to scroll using 2 fingers before I write the first word.

    Bug: Cannot disable my finger when using apple pencil

    This was a shock moving to a 2021 iPad (mini) in that no longer could I scroll with my finger.

    Scrolling with two is possible, but IMO, more susceptible to mistakes.

    How about disabling finger input if the pencil is recognized?
