Create backlinks to other notes, files or webpages
I'd like to be able to tap a link in a note and be redirected to a different note or webpage.

You've summarized it perfectly! Creating hyperlinks in your notes and then clicking or tapping on them is the straightforward way to navigate between notes or access external web content. I have applied the same thing with my blog https://youtubevanced.org you can check it out

My pdf file has links and when I opened the file in Goodnotes the links are not working.

Not only should it allow us to create our own hyperlinks, but it should keep the ones that are already there. I have purchased PDF digital planners that have existing hyperlinks. When I open them in Goodnotes, the hyperlinks no longer work.
