Measure to scale

A measuring function would be great, including calibration of the scale

I use Goodnotes to do 85% of my tasks. However, I have to use another application when it comes time to take measurements to scale on a pdf that I import (eg: 1/4'' = 1')... Ideally the measurement should be able to be taken with a tool and a pen and not via a ruler.
