This can be done using the iOS screenrecording feature (https://support.apple.com/en-us/HT207935). There are also many apps available that easily let you convert videos to GIFs.

Voted! This feature would encourage me to use Goodnotes instead of say Google Playbooks or Kindle to read pdf versions of books. The latter 2 apps don't have annotation feature using Apple Pencil and Goodnotes doesn't consolidate the highlights in a place. If it did, that would be amazing.
