Stop pages from Floating while scrolling in Reading Mode
There should be a way to stop pages from floating within the app window as we scroll up or down (in reading mode). Very frustrating.

To stop a page from scrolling, tap on the screen with one finger or your Apple Pencil.

I'm sorry but I was not clear and confused you. "Scrolling" is not the issue. Rather, when in read-only mode, as I scroll, the page floats all over, to the right, the left, and all around like it's not secured to the screen. But in edit mode, scrolling is seamless, moving the page up and down
