One could work with multiple layers, one below (locked), and one above (unlocked) for uninterrupted (non)interaction of the two. Save Submitting... FWIW: This could also be solved with a lockable layers feature a la Adobe Illustrator/Photoshop. One could work with multiple layers, one below (locked), and one above (unlocked) for uninterrupted (non)interaction of the two.
