If a vector graphic is saved as a PDF (rather than an SVG), you can drag and drop it as a graphic onto any page in GoodNotes & it does retain its vector lines. So while GoodNotes does not support SVG images, it does support vector images. It's just a matter of saving to the correct (.pdf) filetype in order to be able to use it in GoodNotes. Just about any quality graphic application can open an SVG file & from there you can save it as a PDF. Note: You cannot edit the vector image inside of GoodNotes — not even crop it. So, you must make all edits and crops before import. Here is video proof: https://youtu.be/7R3VI-kGenQ

also please add ability to lock/unlock an image and/or vector element in place. when working with multiple images, it is very difficult to lasso 1 of several images and/or vector elements if they overlap. some of the elements never need to be moved and act as sort of a "backdrop". the use of a "layers" feature like photoshop would solve this issue if you could lock/unlock all items on a certain layer.

Goodnotes recently added "send to back" & "bring to front", but there is NO "bring forward" ◀−−− & NO "send backward" ◀−−− each of these would move the selection 1 layer forward or 1 layer backward at a time, not send them many many layers allllll the way to the very back or alllllll the way to the very front.
